قامت مقاتلات أمريكية باسقاط المنطاد التجسسي الصيني فوق أراضي الولايات المتحدة الأسبوع الماضي وانهت فصلا من الأزمات المستمرة في العلاقات بين بكين وواشنطن، ليبدءفصلاً جديداً من فصول الحروب الباردة، التي تشعلها القوى الكبرى المتنافسة على قيادة العالم. حيث يبدي الصينيون أسفا على دخول “البالون” غير المقصود بل غير المبرر إلى الأراضي الأمريكية، فلا يريدون إشعال أزمة في وقت تظهر الأرقام ارتفاعا كبيرا في حجم صادرات بلدهم، بنحو 19٪ للأسواق الأمريكية، بينما تعاني تباطؤًا في النمو الاقتصادي وتراجعا في الصادرات لأوربا وبسبب الحرب الوسيه على اوكرانياوأغلب الدول، ارتفع حجم الواردات والصادرات السلعية بين البلدين إلى 690.6 مليار دولار عام 2022.

تخفض الصين حدة النزاع، حتى لا يمثل لها الأمر مشكلة دولية أو أزمة داخلية، بينما يزداد التشدد الأمريكي في ظل سباق بين الجمهوريين والديمقراطيين على التصعيد وصحوة شعبية أزالت النوايا الحسنة لأغلبية الأمريكيين عن الصين. تستغل إدارة الرئيس بايدن ضبط بيجين بجرم مشهود، بإسقاطها للمنطاد ” البالون الجاسوس”، عقب دخوله إلى أراضيها من ولاية ألاسكا بالشمال، وتجوله لعدة أيام فوق وسط وشرق البلاد، وقاعدة مونتانا للصواريخ البالستية النووية العابرة للقارات. الأزمة على ماعتقد ازمة نظام حيث كشفت الأزمة عيوبا جسيمة داخل تركيبة النظام الصيني. فرغم ان القبضة القوية للحزب الشيوعي، على السلطة المدنية والعسكرية، عبر مؤسساته المنتشرة داخل أجهزة الدولة والجيش، إلا أن توسع الصين في إطلاق بالونات، دخلت 3 مرات للأراضي الأمريكية، في عهد الرئيس السابق ترامب ومرتين مؤخرا في حقبة بايدن، جاء في التوقيت الخطأ، لعدم التنسيق بين الشأن السياسي والعسكري.

فقد أٌطلق البالون، وفقا للرواية الصينية من قبل هيئة الأرصاد الجوية، لتتبع حالة الطقس دخل أمريكا بدون إذن مسبق، ولم تعتذر الخارجية الصينية إلا بعد 4 أيام من اكتشافه، بينما البالون يتبع مؤسسة عسكرية، وذلك قبل لقاء مرتقب لوزيري خارجية البلدين، لبحث عودة تشغيل القنوات الدبلوماسية والعسكرية، التي تعطلت منذ أغسطس الماضي، عقب زيارة رئيسة مجلس النواب السابقة نانسي بيلوسي لتايوان.

أظهر حطام البالون على ساحل ولاية كارولينا الجنوبية أن مكوناته، تساعد الصين على التجسس، بينما تخوض بكين حربا دبلوماسية لمواجهة الضغوط التي يمارسها البيت الأبيض لحظر تصدير التكنولوجيا الفائقة وأشباه الموصلات لشركات يديرها الحزب الشيوعي، “تستهدف ضرب المصالح الأمريكية، وإعادة تشكيل نظام دولي تتربع واشنطن على عرشه”.والبنسبة لبالونات التجسس فهي ظاهرة قديمة كان الفرنسيون أول من استخدم المنطاد أثناء حروب نابليون لغزو أوربا عام 1794.وقد برع الأمريكيون في توظيفه بالحرب الأهلية عام 1861، لصالح قوات الرئيس إبراهام لينكولن لجمع المعلومات ونقلها بين الوحدات العسكرية، عبر التلغراف وتبادلها مع القوات الأرضية، بأعلام الإشارة، من ارتفاع 1000 قدم. استخدمت الولايات المتحدة، المناطيد للتجسس على الاتحاد السوفيتي عام 1953، فيما يسمى بمشروع ” موبي ديك” الذي تحول إلى برنامج ” استخبارات البالونات” من ارتفاعات عالية تابعة للقوات الجوية، للتغلب على نقص المعلومات التي لا تستطيع الأقمار الصناعية تصويرها بدقة. وظفت القوات الأمريكية البالونات في تتبع وضرب قوات طالبان في أفغانستان خلال العقد الماضي.على ما اعتقد غي تورا بورحيث كان يوجد بها اسامة بن لادن وفي الزمن القريبونع التطور في الصناعات الجويه الغير مكلفه تراجعت قيمة المناطيد العسكرية في بعض الدول، مع تطور الطائرات غير المأهولة، وارتفاع تقنية الطائرات بدون طيار، التي تسيطر على أجواء الحرب في أوكرانيا، وتوظفها إسرائيل لقتل الفلسطينيين، والولايات المتحدة، ضد من تتهمهم بالإرهاب. مع ذلك أنفقت وزارة الدفاع الأمريكية عام 2019 نحو 2.7 مليار دولار على تطوير نظام دفاع صاروخي مربوط بالمناطيد، بوزن 70 ألف رطل، ضمن مشروع Project Over Match. تتميز المناطيد بقدرتها على الطيران فوق مستوى سير الطائرات المدنية والحربية، بطبقات الجو العليا “الستراتوسفير” على ارتفاع 60 ألف قدم، والثبات فوق المواقع الحساسة لأيام، بدلا من ثوان توفرها الأقمار الصناعية، والتمويه كمركبات الطقس المدنية، مع صعوبة اكتشافها من الرادار.

تحدثت صحف تابعة لجيش التحرير الصيني عام 2020 عن أبحاث تجريها الجامعة الوطنية الصينية لتكنولوجيا الدفاع، حول التقدم في صناعة البالونات، بعد أن” أصبح الفضاء القريب ساحة معركة جديدة في الحرب الحديثة”. ونشرت جريدة واشنطن بوست عن وجود قاعدة عسكرية لإدارة حرب المناطيد في جزيرة هاينان قبالة الساحل الجنوبي للصين، المواجهة لجزيرة ” تايوان”. ذكرت ” نيويورك تايمز “نقلا عن مصادر بالمخابرات الأمريكية أنه “برنامج عسكري، وشوهدت بالوناته فوق أمريكا اللاتينية وجنوب وشرق آسيا وأوربا”.اما المنطاد تسبب في استنفار سياسي داخل امريكا حيث أتى البالون إلى الداخل الأمريكي، وسط مزايدة سياسية بين الجمهوريين والديمقراطيين، لرفع ميزانية وزارة الدفاع، بعد أيام من تسريب الجنرال مايك مينيهان ومايكل ماكول رئيس لجنة الشؤون الخارجية بمجلس النواب، وثيقة عسكرية تتنبأ باندلاع حرب مع الصين بحلول عام 2025. بدأت المناقشات البرلمانية، حول من سيبدأ الحرب؟ بينما أغلبية الشعب يحمل نظرة إيجابية عن الصين!

وظف الساسه الأمريكيون صدمة البالون لإقناع الجمهور الأمريكي بجدية تهديدات بكين، وتذكيرهم بأن “التهديد لن يأتي من أوكرانيا أو العراق أو أفغانستان، وإنما سيأتيهم في عقر دارهم، وقد يحدث عبر أقمار تجسس فوق البلاد أو هجمات إلكترونية منتظمة أو التستر على أصول وباء عالمي أو التسلل للبنية التحتية الأمريكية”.فالنظرة اذاً غاضبة حيث لم يستطع الساسة الأمريكيون تغيير نظرة المواطنين للصين، ولكن استطاعت بكين أن تفعل ذلك بفشلها في إدارة أزمة البالون. بدأ الامريكيون يتطلعون إلى الصين بعيون حادة، حول دورها في التجسس على جيشهم، عبر بالون هائل يزيد طوله عن 200 متر، يحمل أجهزة حديثة، معتمدة على التكنولوجيا الأمريكية. صفق الجمهور لقول بايدن: “إذا هددت الصين سيادتنا فسنعمل على حماية بلدنا، وفعلنا ذلك “، بما خفض قيمة أسهم شركات التكنولوجيا الصينية، وتراجعها في البورصة، و”تأييد المقاطعة التكنولوجية، ومهاجمة نظامها الاستبدادي، المقوض للديمقراطية”.

تتفوق الصين على الولايات المتحدة في تكنولوجيا الجيل الخامس والذكاء الاصطناعي، وتزاحمها في الفضاء ولكن جاءت مناورة البالون الجاسوس لتثبت ارتباكها في مواجهة معركة بسيطة، وأن المراهنة على ريادتها للعالم قريبا خاسرة، بقدر فشلها في تبريد أجواء ساخنة، مثيرة للقلق.
